High-Speed Rail Corridor: Ajay Gajaria Highlights Expropriation Impacts
New expropriation powers in the 2025 federal budget support the development of a high-speed rail network between Toronto and Quebec City and are intended to speed up infrastructure delivery.
In a recent Toronto Star article, partner Ajay Gajaria explained that the changes, introduced specifically for the Alto line and now before the Senate, would allow the federal government to acquire properties more quickly by removing hearings on whether expropriation is necessary. The new rules also give the government the power to prohibit work on a property and to impose a right of first refusal. Ajay noted that, in both dollar value and number of properties, this could be the largest expropriation effort in modern Canadian history.
