OEB Announces New Performance Standards For Processing Rate Applications

The OEB is updating its rate application processing performance standards as of April 1, 2019. Current rate application performance standards were established in 2009 and were delineated by hearing type – oral or written. The new performance standards will instead be organized by the size of the revenue requirement.

The OEB reviewed actual processing timelines for the period of 2008 to 2017 in developing the new standards, as well as considering measures used by regulators in other jurisdictions. The new performance standards will measure three indicators:

  1. Time elapsed from issuance of completeness letter to the issuance of Procedural Order No. 1.
  2. Time elapsed from close of the record to the issuance of an OEB decision.
  3. Total cycle time from issuance of completeness letter to the final decision.
