With domestic and international experience, working both in-house and as an external advisor, Douglas has advised on infrastructure matters from all perspectives. He prides himself on offering top flight service, sound advice and superior drafting and negotiation skills. Douglas has advised on P3 projects since their inception in Canada, and has since advised on some of the largest transactions in the country. Douglas is a recognized leader in P3s and infrastructure project finance.

Douglas is Chair of the firm's Infrastructure Group. He advises governments, equity sponsors, funders and subcontractors on a wide variety of civil, transportation and accommodation P3 projects, including roads, hospitals, waste and wastewater facilities, schools and universities, mass transit and social housing. 

Douglas has extensive experience in the structuring, negotiation and documentation of international and domestic project and structured financings and has acted as lead counsel on many major Canadian and international P3 and project finance transactions. His experience as an advisor to governments and private sector participants in P3 transactions, both domestically and internationally, has given him significant insight into the issues confronting participants in the Canadian and international P3 markets. 

From 1998 to 2001, Douglas was Vice-President and European Legal Counsel to an international financial institution, advising investment bankers on legal issues pertaining to PFI transactions in the United Kingdom and structured and project finance transactions in Western Europe.

A recognized leader in the Canadian P3 sector, Douglas is a frequent lecturer and writer on project finance and P3 matters. He has been recommended by Chambers Global: The World's Leading Lawyers for Business and Chambers Canada: Canada's Leading Lawyers for Business as a top practitioner in Projects: PPP & Infrastructure (Canada) and is recognized in The Canadian Legal Lexpert Directory as a leading lawyer in the area of Infrastructure Law. Advising the Ontario Ministry of Economic Development, Job Creation and Trade on all aspects of its winning bid for Volkswagen’s first overseas gigafactory, a several-billion-dollar investment that is one of the largest in Canadian history.

Presented a session examining the evolution of the Canadian P3 market, focusing on financing and security issues of concern to bond investors, 2016 CBIA Annual Conference, November 2, 2016.

Douglas has chaired numerous conferences on P3s since 2003 (including Insight conferences in Toronto and Vancouver), Osgoode Professional Development conferences (Toronto) and Lexpert conferences (Montreal, Toronto, Vancouver). He has spoken at conferences on P3s and project finance (Canadian Institute, Canadian Council for Public-Private Partnerships, Insight, Lexpert, Osgoode Professional Development, Conference de Montreal, Strategic Counsel). Douglas has also led in-depth workshops on P3 issues for the Canadian Institute and Insight.

Douglas recently taught the P3 segment of a senior level project finance seminar at an Ontario law school.

In February 2008, Douglas appeared as a guest panellist (along with the Ontario Minister of Public Infrastructure Renewal) on "The Agenda," a leading television public affairs program, debating the benefits of public-private partnerships in Canada.
